The move raises property taxes by half a mill.
After months of consideration, with virtually no debate or comment, the Southern Lehigh School Board voted 6-3 to approve a slightly modified version of the proposed 2012-13 budget, which will raise property taxes by half a mill. A local service tax and real estate transfer taxes will also be implemented to support next school year's budget. School directors Jeff Dimmig, James Lindsay and John Quigley voted against the budget measure, but they were overruled by the other six board members -- Corinne Gunkle, William Lycett, Bill Hayes, Dorothy Mohr, Elizabeth Stelts and board president Thomas McLoughlin. School board members award students for academic and extracurricular success; retiring staff members also honored.
Southern Lehigh School District held its board awards ceremony Monday night, awarding students for their academic, athletic and artistic abilities, and honoring retired teachers. For the Intermediate School, sixth-grade students were awarded the Creative Communications Poetic Achievement Award. The award brings recognition to poets and their work, says Mary Farris, Intermediate School Principal. Board clashes over tradition vs. policy, decides vice president by secret ballot.
Monday's school board meeting welcomed new members to the board, and challenged tradition right out of the gate. The meeting, held at Southern Lehigh High School, began by swearing in newly elected members. Newcomers James Lindsay and Bill Lycett were sworn in with re-elected board members John Quigley, Corinne Gunkle and Jeff Dimmig. Lindsay and Lycett take the seats vacated by Mike Eddinger, who decided to not run for re-election, and Bill Miracle, who was defeated in his bid for re-election. Intermediate School was "part of Liberati's vision" for Southern Lehigh
Though the room was reoriented to face the windows for the Dec. 5 meeting, it was the loss off superintendent Joe Liberati that threw school board members and district administrators for a loop. The unexpected passing of Liberati last week was fresh on everyone's mind, and administrators took time during the meeting to acknowledge those who helped the district through this difficult time. Solehi teachers union, school board lock in four-year contract with raises -- and a twist that board member calls "unprecedented in the state;" Christman named substitute superintendent.
A crowd turned out at the Southern Lehigh School Board meeting Monday night for a vote on assistant superintendent Leah Christman's appointment to the new position of substitute superintendent (which the board approved unanimously), but it was the new teachers contract also approved by the board that took center stage. "This is unprecedented in the state. Other districts will be looking at this as a model [to consider]," outgoing school board member Bill Miracle said of the new four-year contract, which the teachers union approved before the board meeting. Proposed tax credits fail to get support; money will be "assigned" to cover teacher retirement expenses
At Monday evening's Southern Lehigh School Board meeting, members voted to keep the $18 million fund balance intact. However, in order to protect the funds, the money will be "assigned" to cover the district's teacher pension obligation. At the same time, the board acknowledged that the bulk of the fund won't cover rising retirement costs. "It's not like this is being assigned in folly," said board president Mike Eddinger. "We know we have a [retirement fund] train wreck coming." The general fund is primarily "unassigned" funds that allow the district to use the money on an as-needed basis.
