Locust Valley Golf Club Owner Asks for $800,000 Investment from UST

The troubled property is in desperate need of conservation easement, according to owner Robert Ashford

Locust Valley Golf Club needs township investment -- $800,000 worth -- or the club could be in dire straits, the club owner told the Upper Saucon Board of Supervisors Monday (Dec. 17).

Locust Valley owner Robert Ashford said the club needs $800,000 to fund a conservation easement.

The supervisors did not vote on anything regarding Locus Valley Monday night, athough Ashford has asked for a decision by “early first quarter, 2013.”


Ashford has previously voiced his difficulties in owning the property, having accumulated more than $350,000 in back taxes in the midst of costly projects such as restoring the once-vivacious Manor House that has not had heat in two years.

“In order for it to be successful, it needs a clubhouse with a small restaurant and continued maintenance improvements in order to compete against other local courses,” said Ashford.

Supporters of Ashford’s cause also addressed the board, citing Ashford’s history of success and the golf course’s potential value as reasons why the board should fund the easement.

“Rob has been successful in everything he has done,” said Joe Milutis, an adviser to Ashford. “He has the time, commitment and money to make it one of the finest courses in the Lehigh Valley."

Ashford informed the board that if it is unable to fund the conservation easement, he will have two other options: either Camarra LLC will make significant investments, or the property will become a residential development.

Vice Chairman John Gilda said he believes the exclusiveness of Ashford’s options were a bit shortsighted.

“I think it’s a false premise to say that the township needs to make a financial decision or the golf course will be developed into a residential neighborhood,” Gilda said. “Other conservatories might be interested.”

Mr Ashford has clearly lost his mind. Hopefully this will take UST about 3 seconds to debate. How many other failing businesses could the town have propped-up in the past few years? Why does HIS business warrant this special consideration? Should the town have stepped in when Center Valley Country Club closed last year? Not sure what I'm missing here. Businesses close every day. It is not UST's responsibility to fund them with money we don't have. What happens when Locust Valley needs money again next year? This is crazy.

Just to clarify, Mr. Ashford is requesting 2.5 million for the easement.

When we first moved to the area (we live about 1/2 mile from the golf course), children used to use it for sledding in the winter. And then one day the "no sledding" signs went up. Typical, and sad. I very much want to see the golf course kept as open space, and also see some creative thought about making it more useful for more people. Birders, photographers, cross country runners, children learning orienteering, sledders and many others could use that space, in a way that doesn't wreck it for the golfers. I think the contour of the land lends itself to being a natural ampitheater. Imagine summer evening concerts -- bring a blanket to sit on. All they need to make that happen is some imagination and a small bandshell. If public money gets involved, there should be benefit for more people than the sliver of the population that plays golf.
Don't forget that farms and open space provide fiscal benefits as well as aesthetic and environmental benefits. They pay taxes, but cows and trees don't go to school. A housing development in that space would generate enough demand on the schools and roads to cost everyone some money.

Not reported in the article...the UST-BOS decided to provide Mr. Ashford with a decision immediately. Before the meeting ended the UST-BOS decided not to purchase the conservation easement. Also, note that tp's comment above is correct. The request was for $2,500,000.00 not $800,000.00. As "S", the first commenter, suggested it took about 3 seconds for the BOS to decide. The decision may have been made so fast that the reporter missed it during the meeting.

Perhaps the school district could provide funds to purchase the conservation easement.

The article is totally incorrect. The township and old owners of Locust Valley discussed an easement back in 2009 and went as far as the township paying for an appraisal so they could possibly purchase the development rights to the property. When the new owners asked the township if this would be of interest, they clearly gave the impression they would have an interest. The new owners were willing to sell the development rights for under half of the appraised value while also investing $800,000 immediately back into the property with a new club house /restaurant that would provide jobs and keep a great asset for the community. The owners were also willing to have the easement funded over 10 years which shows their commitment to the property. Having someone say it took all of”3”seconds to decide on a landmark property in the township that employees over 20 people and would employ more with a new restaurant is very small minded.

The concerts in the UST park were cut back, Why would there be any more interest in a friggen bandshell?
No public money is my vote.

I'm sure there is a lot missing from the article and I too dislike the negativity. I'm not originally from this area but if it is truly a landmark then investing in it should be part of the discussion. I don't think the powers to be would just forget about it. I would hate to see homes go up over there. I think we have enough homes and enough people speeding down our roads.

We didn't have enough money in the budget last year to replace police vehicles that needed to be replaced or buy a new plow truck that was needed. But now we r going to debate spending almost a million dollars on a golf course?? How about replacing the money lost in the police pension that was lost from the Twp miss management and failure to properly insure its Officers prior to Officer Petzold being killed in the line of duty??

During the first election of Obama (Nov. 2008), an open space referendum lost at the ballot box by about 33 votes of more than 7,000 cast. If the referendum question had won, the township might have had suficient funds to seriously consider purchasing development easements. The public spoke on the matter.
